PCs For All is a non-profit software company working with both colleges and local independent PC service providers to offer three of the most affordable and effective PC services in the industry. These services can add years of additional safe and effective use to any laptop PC.

Using our proprietary software and standard step-by-step process, we can fix 100% of all PC software and drive related security and performance problems while also providing customers an easy way to recover data from their former laptop PC.

After the customer completes a pre-service file backup through either the Microsoft or Google cloud or to an external drive, the customer’s laptop drive is removed and connected via an external cable or drive dock to a service PC that has our FreshStart automated drive upgrade tool installed and open. Once FreshStart recognizes the connected drive, the tech selects the appropriate Windows 11 version and clicks to proceed. Over the next 10 minutes or so, the customer’s drive will be automatically reformatted and clean new copies of Windows 11 along with several commonly used free software tools such as Adobe Reader, Zoom, and Google Chrome will be imaged onto the customers drive. The new drive is then installed and the PC cover put back on. Upon completion, our software will access and use the customer’s current Windows license key stored in the BIOS to activate Windows 11 once the service is completed.

Great Results Every Time – All bloatware, malware, inadvertent downloads and any other software problems are gone. The PC should now boot faster than when it was purchased. Our “After Your PC Service” PDF placed on their desktop shows them how to set up their “like new” PC and how to protect it from cyber threats.

Typical PC service candidate – A PC that is three or less years old, has a solid-state drive and is not physically damaged, or a PC that is running Windows 10 and wants a clean start and performance upgrade.

The PC StartFresh service is identical to the Refresh service, only instead of re-imaging the customer’s current drive, a new low-cost replacement solid-state drive is purchased by the customer and imaged to replace the current drive. For customers with an electromechanical HDD drive, the performance, reliability, and boot speed increase will be significant. If the current drive is still readable, they can simply drag and drop any files or folders that they wish to keep from their old drive using an external drive cable once the service is completed. Once again, once booted and online, our software will access and use the customer’s current Windows license key stored in the BIOS to activate their new Windows 11 installation.

Typical service candidate – The PC is between three and eight years old, has either an electromechanical hard drive or a solid-state drive and is not physically damaged. If the PC is running Windows 10, check before offering the service to make certain that the laptop is upgradable to Windows 11. These requirements can be found on our “Refurbishing Laptops” Page.

Important Service Note: The customer’s former drive must always be returned to them to protect their data privacy. This drive has been unaltered and can potentially be used as an external backup drive.

During the Covid-19 pandemic in our search for refurbished laptops for students we discovered an almost endless potential supply of refurbishable PCs. We nicknamed these “Closet PCs.”

What is a Closet PC? It is a former laptop PC that stopped booting or powering on due to either software issues, drive issues, or a dead power cord. These are not physically damaged PCs; they are PCs that were stashed away because private data is locked inside them that the owner wishes to protect. PC magazine estimates there are over 50 million of these laptops in homes nationwide with millions more being added every year.

Our PC Drive Recovery Service is a fast and simple way for a Closet PC owner to recover pictures and other data that they thought had been lost forever, while at the same time freeing up that former laptop, now drive and data free, to either be refurbished or ethically recycled.

The service is fast and simple and should be performed with the customer at the table or counter if possible. The laptop is simply opened, and the drive is removed. The drive is then connected using an external cable to the customer’s current laptop to see if it is readable. If it is, they can drag and drop any files or folders that they wish to keep. If it is not, then they can send the drive for data recovery to a reputable data recovery provider such a Drive Savers.

About Us

Our History

PCs For All was launched based on the experience that we gained developing and licensing, the previous version of our FreshStart automated PC upgrade software. Several years and over $4M in product development and marketing was invested to make this proprietary software available to PC service providers through a former for-profit company named CyberSpa. 

Two things have happened since the pandemic that resulted in our decision to close CyberSpa In 2022 and to launch our non-profit company PCs For All. The first was the massive increase in the need for devices to be used for remote learning and work as schools and offices closed. The second was the decision by most schools, purely for cost reasons, to provide Chromebooks not Windows laptops to their students. While this decision was understandable from a financial standpoint it is simply common knowledge that a Chromebook is not an equivalent or effective substitute for a Windows laptop PC or MAC.

We believe that the most affordable and effective solution to this problem going forward is to increase the production of refurbished Windows laptop PCs in the US from the thousands produced today to the millions that are needed. We also believe that these laptops need to be priced less than the cost of a new Chromebook.

PCs For All is relying on both our software and our many years of experience working with the PC service industry to create a new nationwide network of service providers that are willing to deliver our affordable services to those in need, and to become their local community’s own low-cost refurbished laptop PC provider.

Our Software

To achieve PCs For All’s mission to help end the Digital Divide, we needed to make our former FreshStart software easier and less expensive to use.

Today our software is easier to download and even simpler to use. Delivering our services and refurbishing laptops require a tech to master one basic skill, and that is removing and installing laptop drives.

Note that all of our services are also intended to be not just same-day services, but, when possible, while-you-wait services.

Once a new partner has completed our registration process, they will have access to both download and use this software. Multi-use license keys can be purchased from the store checkout tab on this website. Our software is encrypted, and these keys are used to help ensure that only our partners have access to our software. It also ensures that what you image onto your customer’s current or new drive is the current version of Windows and the accompanying software tools and nothing else.

Our Leadership

Allen Shay, CEO – Mr. Shay has over 45 years of experience as a business development executive, CEO, and serial entrepreneur in the information technology sales and services industry. After serving as president of the government divisions of Compaq Computer and later NCR Teradata, he founded and later sold a cybersecurity company to launch in 2010, Cyberspa, the developer of the PC services software now used exclusively by PCs For All.

Dr. Brian M. Gant, Director – Dr. Gant is an accomplished information technology, cybersecurity, and critical infrastructure educator and researcher. Dr. Gant serves as an assistant professor of cybersecurity for Maryville University, bringing more than 15 years of teaching experience into his practice. He provides guidance on the development of the program’s basics of cybersecurity training.

Edward Bond, Technical Director – Mr. Bond is an accomplished senior software engineer with 14 years of experience leading projects by acting as an architect, developer, and programmer analyst. He developed the current version of PFA’s software in 2016 and has been updating and supporting it ever since. He is a graduate of Morgan State University.

Refurbishing Laptops

Every year in this country tens of thousands of laptop PCs are refurbished. The problem is that the need is in the millions. We believe that less capable Google Chromebooks are being purchased only because enough refurbished laptop Windows PCs are not available and certainly not available at or below Chromebook prices.

With the help of our new partners, we can address this need. We have developed a very simple and cost effective laptop PC refurbishment process using our software that can enable anyone to produce and sell $129 upgraded and refurbished laptop PCs to the members of your local community or to local donors. We believe that the only way to economically deliver millions of refurbished laptops is by having them produced at minimal cost by thousands of local community service providers.

As a new PCs For All partner, we will show you how to set up and launch your new program by running a “Closet PC Harvest” launch campaign. This campaign should provide you access to hundreds of potentially refurbishable laptops while helping those former laptop owners to recover data from and then safely donate those now data free PCs.

An Important Note about Windows 10 End-of-Life:

With 60% of PCs in the US still running Windows 10, we expect 2025 to be one of the busiest years for refurbished PC sales and current PC services due to Microsoft’s decision to end support for Windows 10 on October 14, 2025.

We plan to package and market our services as the best way to upgrade laptops not just to Windows 11 but to also upgrade PC performance, longevity and security and with our StartFresh service, upgrade the PC’s drive as well.

In case you do not have this information, the following is a list of the PC hardware and software requirements that Microsoft has placed on upgrading a Windows 10 PC to Windows 11.

This upgrade criteria is going to leave tens of millions of owners of older model laptops with no security updates or bug fixes. We think both our services and our $129 refurbished laptops will become an attractive solution to this problem for the two-thirds of Americans living paycheck to paycheck.

Windows 11 Upgrade Requirements

  1. TPM 2.0 Requirement
    Windows 11 requires Trusted Platform Module (TPM) 2.0, a security feature that helps protect encryption keys and system integrity. Many older PCs either lack TPM 2.0 or have it disabled in BIOS.
  2. Secure Boot & UEFI Requirement
    Windows 11 mandates Secure Boot and UEFI firmware, which improve system security by preventing unauthorized OS and firmware modifications. Older PCs running on Legacy BIOS may not support this.
  3. Processor Compatibility
    Microsoft has set specific CPU requirements:
    • Intel: 8th Gen (Coffee Lake) or newer
    • AMD: Ryzen 2000 series or newer
    • Qualcomm: Snapdragon 7c or newer
    Many older processors, even if powerful, don’t meet Microsoft’s official compatibility list due to performance optimizations and security considerations.
  4. RAM & Storage Requirements
    • 4GB RAM minimum (many older PCs have 2GB or 3GB)
    • 64GB storage minimum (some older devices may have 32GB or less)
  5. Graphics & Display Limitations
    Windows 11 requires DirectX 12-compatible graphics and a 9-inch display with at least 720p resolution, which some older devices don’t meet.
